Описание Всяка година Комисията изготвя годишен доклад за управление и изпълнение, в който се прави преглед на постигнатите чрез бюджета на ЕС резултати и се обяснява как той е бил управляван и защитаван. Този доклад е основният принос на Комисията към ежегодния процес на освобождаване от отговорност във връзка с изпълнението на бюджета. В доклада се посочват стъпките, предприемани от Комисията, за да се гарантира, че при управлението на бюджета на ЕС се спазват най-високите стандарти за добро финансово управление. С приемането на този доклад Комисията поема цялостната политическа отговорност за управлението на бюджета на ЕС. Това е последният етап от годишния цикъл на планиране, програмиране и отчитане на Комисията. Годишният доклад за управление и изпълнение на бюджета на ЕС е част от пакета на Комисията за интегрирани отчети за финансите и управленската отговорност, в който са включени и други отчети, например консолидирани счетоводни отчети. Пакетът на Комисията за интегрирани отчети за финансите и управленската отговорност е нейният основен принос към годишната процедура по освобождаване от отговорност, чрез която Европейският парламент и Съветът дават окончателното си одобрение за изпълнението на бюджета за конкретна година.
